the cost of public facility’s ?

The local running track to me (in Finsbury Park) charges (£2.50) for use of the running track, using it 3 times a week is equivalent to paying for a private gym membership ? Im trying to establish …
when it was originally founded and who paid for it ? and how the thing is run ? and who owns it ?, so I can understand exactly why a supposedly public facility which I perceive we the public have already paid for the construction of, and should be supported through council tax for its maintenance.

This again like seemingly most other public facility’s in london is something we again seem to have to pay for endlessly even though we’ve already paid for it, it makes me think that allot of the new olympic facility’s that will be built with public money will also likewise end up being things we have to pay for endlessly that arent really public at all. But being that the olympics and the world cup etc is in my opinion just more rubbish to entertain the masses to keep them distracted from the reall corruption and monetarist rot that is occurring in society, a modern day equivalent of nero’s games in the colliseum, whilst the roman empire was collapsing etc. If you have any information relating to the running track or can point me to a good source, or any articles relating to the cost of use of the olympic facilitys after they are built.
